BACOLOD CITY, Philippines — All 12 representatives from the Negros Island Region voted Monday to impeach Vice President Sara Duterte, joining a 257-25-9 House vote that sent the case to the Senate for trial.

The lawmakers from Negros Occidental who voted for impeachment were Rep. Julio Ledesma of the 1st District, Rep. Alfredo Marañon III of the 2nd District, Rep. Javier Miguel Benitez of the 3rd District, Rep. Jeffrey Ferrer of the 4th District, Rep. Emilio Bernardino Yulo of the 5th District, and Rep. Mercedes Alvarez of the 6th District. Bacolod City Lone District Rep. Alfredo Abelardo Benitez also voted in favor.

Negros Oriental’s three district representatives also voted yes: Rep. Emmanuel Iway of the 1st District, Rep. Ma. Isabel Sagarbarria of the 2nd District, and Rep. Janice Degamo of the 3rd District. Abang Lingkod party-list Rep. Manuel Fredrick Ko and Siquijor Lone District Rep. Zaldy Villa also backed the impeachment.

The House ordered the Articles of Impeachment transmitted to the Senate, which is expected to convene as an impeachment court. Duterte faces allegations involving misuse of confidential funds, unexplained wealth, bribery, graft and corruption, and threats against President Ferdinand Marcos Jr., First Lady Liza Araneta-Marcos, and former Speaker Martin Romualdez.

Caritas Philippines president and San Carlos Bishop Gerardo Alminaza urged lawmakers to treat the vote as a constitutional duty grounded in the rule of law, transparency, and accountability. He said Filipinos want a credible process to determine Duterte’s guilt or innocence based on “clear and credible evidence,” not public opinion alone.

Alminaza also warned that the Senate leadership change could raise public concern over the credibility of the impeachment trial. He called for a process that is “fair, transparent, and free from partisan manipulation,” and urged Filipinos to monitor the proceedings against fake news, disinformation, and political manipulation.
