July 26, 2020 – The Negros Oriental city of Guihulngan has seen a total of five riding-in-tandem incidents in a span of one week, the latest of which involves a red-tagged civilian and a city job order employee.

Just before noon last Friday (July 24, 2020), Eldit Marturillas, a 28-year old civilian with one child, was shot dead at the Sitio Compound by anonymous riding-in-tandem vigilantes. Two weeks prior, on July 11, the now-deceased victim was one of four civilians that were allegedly harassed by the people of the Special Partisan Unit of the 62nd Infantry Batallion, after being tagged as a New People’s Army member by Corporal Mark Anthony Quioscon.

According to Hustisya Guihulngan, a human rights organization in the city, out of the four victims that were beaten up, Eldit was the only one who spoke out about the incident and tried filing a case against the people in the 62nd IBPA, while the other three were too traumatized to do so for fear of retaliation by the armed forces stationed there. The group speculates that Eldit was killed by people of the Infantry Batallion to avoid Eldit in pursuing the case.

Last Saturday afternoon (July 25, 2020), the local police reported that a government employee was shot in Barangay Poblacion. The victim was identified as Alex Lim, a job order employee of the Guihulngnan City government, and reportedly was ambushed by riding-in-tandem vigilante killers.

The employee was rushed to a hospital for treatment. As of reporting, Yes The Best Dumaguete has stated the police is yet to give an update on Lim’s status.
