Seven residents from Guihulngan City have been reported unaccounted for after they were “summoned” in time for the recent visit of Police Chief Debold Sinas in Cebu City last November 21, 2020. They were assured they will be returned to their home safely on the evening of that day, but as of 10 PM that evening until today, they have not yet been released. 

Among those who remain in police custody without charge is Arlita Jabalde, 62 years, from Brgy. Buenavista whom police “summoned” to the local Barangay Hall in the morning of November 20, 2020. At 6 PM the same day, she was accompanied by her son-in-law to the barangay hall where the rest of the victims were assembled. Two of other victims were also from Brgy. Buenavista

On November 9, 2020, Jabalde, despite her old age, was among eight individuals presented as “surrenderees” by the government counter-insurgency body NTF-ELCAC in Guihulngan City.
